| As changes in the fuel and energy markets continue to define
themselves; it is clear that the need to manage natural resources
create a compelling case for green energy development. Waste to
energy is emerging as a positive solution to a multiple of problems. Dellmar Consulting has positioned itself as the facilitators and/or managing developers between other partnering developers, investors, lenders, contractors, regulators, and community stakeholders.
Project Viability Assessment
Understanding the level of government participation, the regional market for recycled products and local work force are issues that go into determining the viability of a proposed waste to energy project.
Finance Structure / Securing Financing
Financing a project of this nature involves many stake holders ranging from equity investors, debt financiers, governmental partners, and government incentive programs. Each one of these interest interact on a sliding scale, Dellmar Consulting finds the right mix on that scale to make the project work.
Real Estate Negotiation
At a minimum the project needs 18 acres, but based on other considerations more acreage may be needed or desired for farming of specific bio-mass crops. Issues like truck traffic, weather, soil condition, proximity to rail, and other conditions must be considered.
Zoning and Permitting
Each project comes with its own zoning and permitting process. In some measures the permitting may effect the technologies chosen to be deployed or proposed in a given community. This plays a role in the community customization process. The permitting process is typically straight forward due to our low emissions.
Negotiate Project / Development Agreement
With involvement from local and state government. Waste to Energy projects typically go through a regional utility / waste commission for decision making. This process is slow even if the risk to the regulatory body limited. However, Dellmar Consulting approaches project through Community and Economic Development thus creating paths to a faster moving process.
Community Customization
The economic impact of a waste to energy project on a local economy is enormous. However, if the public don’t buy-in the project is dead before it gets started. Dellmar Consulting has devised both qualitative and quantitative methods of strategically determining the best collaboration of technology, site location and community attributes to maximize project effectiveness with pubic involvement.
